Congressional GOP Embrace President's Call to Overhaul Affordable Care Act

US lawmakers are meeting during the weekend for the initial time since the government shutdown began over a month ago, but expectations for a bipartisan agreement on how to resolve the impasse appeared to recede as Republican senators floated a proposal toxic to Democrats: scrapping the Affordable Care Act, known as Obamacare.

Deepening Impact of Government Shutdown

The effect on Americans from the lengthiest closure of the federal government in history worsened on Saturday, as government employees went unpaid, airlines were forced to cancel flights and SNAP benefits have been postponed for 42 million Americans.

President's Plan from Florida Resort

As Saturday's session got started, Republican senators embraced a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be replaced by HSA-style accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Endorsement

Multiple Republican senators praised the proposal, which is similar to a alternative for Obamacare proposed in 2017.

"We will replace this broken system with something that is actually better for the consumer," one senator stated.

Another senator praised Trump's suggestion on social media, and stood next to a large print of Trump's post as he addressed on the Senate floor.

"I am drafting the bill right now," a third senator posted in reply to Trump's suggestion. "We need to stop public funds from going to insurance companies and instead give it directly to Americans in health savings accounts and let them buy the health care they want."

Opposition Response

Democratic lawmakers shared concerned responses to Trump's plan.

"In other words, Donald Trump's 'concept of a plan' for health care is another calculated attempt to eliminate Obamacare," one Democratic senator commented. "It's the same unsuccessful Republican plan that's been defeated by the public and Congress."

Another lawmaker reacted to the criticism of carriers by posting: "Well, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Seriously? Then I applaud your support for Medicare for All."

Continuing Negotiations

The Senate adjourned without finding a resolution, but Senate Republican leaders have indicated an openness to an emerging proposal from a small group of moderate Democrats to terminate the shutdown in exchange for a later vote on the Obamacare subsidies.

One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "require another way ahead" after Republicans turned down an offer to reopen the government and continue the payments for a year.

Another senior Democratic senator continued in arguing that Republicans should agree to a one-year extension of the subsidies before discussing the future of the subsidies.

"Doing nothing is irresponsible because citizens will go bankrupt, people will become uninsured, people will get sicker," the senator said in a Senate address. "That's what will happen if this Congress does nothing."

Political Dynamics

None of the Republican senators seemed to address the fact that patients would still need to buy plans from the same insurance companies, or that Republican legislators need the support of several Democrats to restart the government, and the idea of repealing and substituting Obamacare with savings accounts is improbable to earn a solitary Democratic vote.

Some analysts suggested that the core of such a proposal would remove the ACA's requirement that insurance companies cover patients with pre-existing conditions.

After his golf outing, Trump went back to his private club and reiterated on his insistence that Republicans stop seeking agreement and try instead to eliminate and overhaul Obamacare with a version of the plan that was unsuccessful to garner enough support in 2017.
