The pace bowler has taken 309 wickets in 71 appearances with an impressive average.
Australia's chair of selectors the selector has stated that pace spearhead Cummins will be a central figure in the upcoming England-Australia contest.
There were concerns that the veteran bowler might miss the series due to a ongoing back issue that remained unresolved.
Earlier indications from team management suggested no official announcement had been made regarding Cummins' participation, with the Test matches kicking off on the 21st of November in the WACA.
He revealed that the captain is progressing and was "optimistic" about the prospects of taking part.
"We're aware that the window is narrowing and various factors at play, aside from his injury, but further aspects," he commented.
"The outlook is good. We firmly believe that he's going to play a significant role. Hopefully it's the first Test. Should that not happen, we'll adjust."
Injury History
Cummins was ruled out the ODI and T20 games against both Asian and Trans-Tasman rivals recently after scans revealed a lumbar bone stress.
He has a history of recurring issues, with recurrences in 2012-13, 2013-14 and 2015-16 causing him to miss three Australian summers in a limited period.
He emphasized he would be proactive in his approach in his recovery plan to secure his spot for the Ashes.
The selector indicated that he did not know if the captain had resumed bowling as part of his recovery but conceded it was "becoming urgent" for him to regain fitness for the first Test.
Alternative Arrangements
In case of absence, former captain Steve Smith will take over the captaincy.
All-rounder Cameron Green was recently pulled out from the national team for their one-day international series against India as a safety move because of soreness in his side.
Bailey described it as a "minor" injury and confirmed that he'll feature in the state-level matches, so will be "ideally positioned to deliver overs."
"Extensive planning has gone into developing the strategy for him to take part for the first Test as an batting and bowling option," Bailey explained.
"He was only going to play the initial matches anyway. How he handles the cricket bat in white-ball cricket, if it causes any delay for a short period, we opted to approach this more conservatively."
